India Imposes Anti-Dumping Duty of USD 460–681 per Tonne on Titanium Dioxide from China for Five Years

The Ministry of Finance has imposed anti-dumping duty on titanium dioxide originating in or exported from China PR, by Notification No. 26/2026-Customs (ADD) dated 24 October 2026. The duty applies for five years from publication in the Official Gazette.

Duty per tonne, by producer: • Anhui Gold Star Titanium Dioxide (Group) and its trading company: USD 609 • Shandong Jinhai Titanium Resources Technology and Shandong Xianghai Titanium: USD 563 • LB Group companies (Xiangyang, Sichuan, Lufeng) and Henan Billions Advanced Material: USD 460 • Twelve named non-sampled cooperating producers: USD 510 • All other producers, and goods from other origins exported from China: USD 681

The notification covers HS codes 2823 00 10, 3206 11 10 and 3206 11 90, but says the product description, not the code, decides whether duty applies. Excluded uses include food additives, pharmaceutical tablet film coatings, skincare and sunscreens, certain textile and fibre uses (fibre-grade delustering), rutile grade for décor paper at the fibre/pulp stage, and nano or ultrafine grades below 100 nm. Pigment used for printing on textiles is not excluded. A producer's own rate applies only with a commercial invoice carrying the producer's signed declaration.

The duty follows DGTR's final findings of 3 August 2026, issued in remand proceedings ordered by the Calcutta High Court on 22 September 2025 in a case filed by the Indian Paint Association.

What it means for buyers and suppliers

Paint, plastics, ink and paper makers buying Chinese titanium dioxide will see landed costs rise by USD 460–681 a tonne, depending on the producer. Check whether your grade falls under an exclusion, and make sure invoices carry the producer declaration. Domestic producers and non-Chinese suppliers gain room on price.
