IOCL’s Gujarat Refinery to Reach 18 MTPA Capacity by End of FY27

For polymer buyers in western India, the most interesting line in this update is not the crude number — it is the polypropylene unit.

Indian Oil's Gujarat refinery, currently operating at 13.7 million tonnes per annum (MTPA), is set to reach its target crude-processing capacity of 18 MTPA by the end of FY27. The expansion is part of the ₹17,825-crore Petrochemicals and Lube Integration Project (LuPech), a brownfield project begun about five years ago.

Two major refinery revamps were completed and commissioned last year and two grassroots units this year. The last major facility still to be commissioned is a polypropylene unit of 500,000 tonnes a year, costing about ₹1,000 crore.

"We can process 18 mtpa of crude even today," said Biplob Biswas, Executive Director and Refinery Head. "We will touch 18 mtpa once we complete the secondary processing by the end of this fiscal." About 30% of the refinery's crude is sourced domestically; its international cargoes include crude from the US and Venezuela.

What it means for buyers

Once commissioned, the polypropylene unit adds significant domestic supply close to Gujarat's plastics processors. Converters and compounders in the region should watch for start-up timing and grade slates.
